Winnipeg Police Make Arrest in Disturbing Series of Sexual Assaults


Updated at 10:03 a.m., Winnipeg, November 3, 2023 - Winnipeg Police have arrested and charged Moses Bradley Swan, a 28-year-old resident of Winnipeg.


Swan faces multiple charges, including:

  • 7 counts of Indecent Act

  • 2 counts of Sexual Assault

  • Robbery

  • Assault

He is currently in custody.


Winnipeg, November 3, 2023 - The Winnipeg Police Service's Sex Crimes Unit has launched an urgent appeal to the public to assist in locating a suspect involved in a string of disturbing incidents that transpired on October 31, 2023. These heinous acts occurred between 4:00 p.m. and 5:00 p.m. and are believed to be the work of a single individual.


In a series of deeply troubling events, the male suspect terrorized multiple victims in various locations on Portage Avenue. Authorities have gathered information on each of these incidents to piece together the identity of the perpetrator.


The first encounter took place within a restaurant located in the 200 block of Portage Avenue. Witnesses reported that the suspect, described as a man in his 20s with a fair complexion and a slim build, entered the establishment and made sexually explicit comments to female staff members. The situation escalated when he exposed himself to them. Quick-thinking employees managed to usher the individual out of the restaurant, ensuring their safety. Following this ordeal, they promptly contacted the Winnipeg Police.


Shortly thereafter, an adult female, while walking in the Skywalk system in the 300 block of Portage Avenue, became the target of the suspect's lewd behavior. The unknown male approached her and proceeded to expose himself. The victim managed to reach security, where she promptly reported the incident to authorities.


A second adult female reported being subjected to a sexual and inappropriate assault by an unknown male as she exited a business in the 300 block of Portage Avenue. This marked the third reported incident.


In a particularly distressing case, two adult females were confronted by the same male suspect while walking on a campus in the 500 block of Portage Avenue. The assailant exposed himself to the victims before violently assaulting them on the ground. Fortunately, neither victim sustained severe physical injuries, but the traumatic experience left an indelible mark. Both victims bravely reported the incident to the Winnipeg Police.


A fifth incident unfolded in a store situated in the 200 block of Portage Avenue. An adult female reported being touched in a sexually inappropriate manner by an unknown male while shopping. The suspect's description closely matches that of the previous incidents.


The Winnipeg Police Service is actively seeking any information that can lead to the identification and apprehension of this suspect. Citizens are urged to be on the lookout for a man in his 20s, with a fair complexion, a slim build, and clean-shaven.
