Winnipeg, December 29, 2023 - Yesterday afternoon around 1:45 p.m., a tense hostage situation unfolded at 25 Furby Street in the city. Winnipeg Police responded to a report of an armed male holding an adult female hostage within an apartment block.

The situation took a dangerous turn as the armed suspect barricaded himself and the female victim inside a suite. Police quickly learned that two other adults and a child were also trapped inside the apartment, being held against their will.

Police said a female hostage and the child were released from the suite, and a male adult managed to escape using the balcony. Fortunately, these released victims were unharmed and immediately placed under the protective custody of the Tactical Support Team.

However, the initial female victim remained trapped within the suite, her life was threatened as the armed male refused to allow her to leave. A prolonged period of negotiation and communication ensued, led by the Tactical Support Team and the Crisis Negotiation Unit.

As the hours passed, the situation grew increasingly precarious, with the hostage's life at imminent risk. It was in this dire context that, at approximately 5:10 p.m., the Tactical Support Team decided to implement a rescue plan with the primary objective of safely liberating the female hostage.

Officials told media that during the rescue operation, shots were fired by members of the Tactical Support Team, resulting in the armed male suspect being struck. Immediate medical attention was provided, however the suspect succumbed to his injuries and was pronounced dead at the scene. The female being held hostage was safely extracted from the suite, and did not receive any injuries.

Investigators now believe that the deceased male was a person of interest in another homicide case under investigation at the same apartment complex.

The Independent Investigation Unit of Manitoba (IIU) has been notified and has assumed responsibility for conducting a thorough and independent investigation into the circumstances surrounding the fatal use of force. The IIU is a civilian oversight body responsible for reviewing incidents involving police that result in death or serious injury.
